Consistently call Unicode Win32 functions, and define UNICODE globally
In libreOffice project are currently many places, where are placed macros UNICODE and _UNICODE.
It was decided to define these macros globally in one file. I will cooperate on this topic and will try to find out all defined macros and rewrite them into one global file.
There is also the second part of the problem, but it is dependent.
